DESCRIPTION:LEGAL NOTICE\nNotice of Public Hearing\nThe Village of New York Mills will hold a public hearing on July 8\, 2025\, at 7pm at the Village Hall\, 1 Maple Street\, New York Mills\, NY 13417\, for the purpose of hearing public comments on the Village’s proposed Community Development Block Grant program\, and other community development needs\, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2025 program year. The New York State Community Development Block Grant Program (CDBG) is a federally funded program administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR). The program provides resources to non-entitlement communities to enable the development of suitable living environments\, including public infrastructure and to enhance economic opportunities across the state.\nThe 2025 NOTICE OF FUNDING AVAILABILITY (NOFA) FEDERAL FUNDS has been announced by the Housing Trust Fund Corporation (HTFC) along with the availability of approximately $40 million of Federal funds divided among program priorities.\nThe amounts are provided as guidelines for expected awards and the HTFC reserves the right to award additional funds\, a portion of\, or none of the funds based on funding availability. The Village of New York Mills is planning to apply for up to $1\,500\,000 in CDBG funding for public infrastructure and related activities\, with the principal purpose of benefiting low/moderate income persons.\nThe hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486\, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974\, as amended.\nThe location of the hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities\, those with hearing impairments\, or those in need of translation from English\, those individuals should contact Amy Topor\, Village Clerk\, 1 Maple Street\, New York Mills\, NY 13417\, or by phone on (315) 736-9212\, during regular business hours\, at least 3 days in advance of the hearing date to allow for necessary arrangements. Written comments may also be submitted to Ernie Talerico\, Mayor\, 1 Maple Street\, New York Mills\, NY 13417. The last date to receive comments is Friday\, July 11\, 2025.
